Samuel led comprehensive site master planning to assess infrastructure feasibility and optimize land use for utility-related research functions. This was followed by full multi-disciplinary design of a new laboratory building tailored to support environmental monitoring and data analysis relevant to utility operations. Samuel also provided complete construction administration services, ensuring seamless integration of new systems with existing infrastructure and alignment with federal and utility-sector standards.

Project Description

Situated near Colorado State University, the Rocky Mountain Research Station serves as a regional hub for environmental research supporting utility-scale resource management across 13 western states. The facility houses over 20 U.S. Forest Service scientists conducting critical studies on water systems, snowpack dynamics, plant health, and ecosystem resilience—all of which inform utility operations, infrastructure planning, and climate adaptation strategies. The site is anchored by a legacy 1960s federal office and lab building, with new laboratory spaces designed to support advanced research in air quality, watershed modeling, and forest-carbon interactions—key areas for utilities navigating regulatory compliance and sustainability goals.
